Radioactive Materials (Low Level Radiation)

潜在危害（火灾与爆炸）

其中某些物质可能燃烧，但大多不易点燃。
Some of these materials may burn, but most do not ignite readily.
许多采用纸板外包装；内容物的物理尺寸和形态多种多样。
Many have cardboard outer packaging; content (physically large or small) can be of many different physical forms.
放射性不改变物质的易燃性或其他性质。
Radioactivity does not change flammability or other properties of materials.

健康危害

运输事故中，辐射对运输作业人员、应急响应人员和公众的风险极小。内容物潜在危险性越高，包装的坚固程度越高。
Radiation presents minimal risk to transport workers, emergency response personnel and the public during transportation accidents. Packaging durability increases as potential hazard of radioactive content increases.
包装件内放射性物质含量极低、外部辐射水平低，对人员风险很小。破损包装件可能释放可测量的放射性物质，但预计风险较低。
Very low levels of contained radioactive materials and low radiation levels outside packages result in low risks to people. Damaged packages may release measurable amounts of radioactive material, but the resulting risks are expected to be low.

Some radioactive materials cannot be detected by commonly available instruments.

Packages do not have RADIOACTIVE I, II, or III labels. Some may have EMPTY labels or may have the word "Radioactive" in the package marking.

CALL 911. Then call emergency response telephone number on shipping paper. If shipping paper not available or no answer, refer to appropriate telephone number listed on the inside back cover.
救援、救生、急救、灭火及其他危害处置的优先级高于测量辐射水平。
Priorities for rescue, life-saving, first aid, fire control and other hazards are higher than the priority for measuring radiation levels.

Radiation Authority must be notified of accident conditions. Radiation Authority is usually responsible for decisions about radiological consequences and closure of emergencies.

Detain or isolate uninjured persons or equipment suspected to be contaminated; delay decontamination and cleanup until instructions are received from Radiation Authority.
立即预防措施
Immediate precautionary measure
向四周隔离泄漏区至少 25 米（75 英尺）。
Isolate spill or leak area for at least 25 meters (75 feet) in all directions.
大量泄漏
Large Spill
考虑在下风向至少 100 米（330 英尺）范围内实施初始疏散。
Consider initial downwind evacuation for at least 100 meters (330 feet).
火灾
Fire
当大量该物质涉及大火时，考虑向四周 300 米（1000 英尺）实施初始疏散。
When a large quantity of this material is involved in a major fire, consider an initial evacuation distance of 300 meters (1000 feet) in all directions.

消防措施

放射性物质的存在不影响灭火过程，也不应影响灭火技术的选择。
Presence of radioactive material will not influence the fire control processes and should not influence selection of techniques.
在安全可行的情况下，将未受损的容器移离火场周边区域。
If it can be done safely, move undamaged containers away from the area around the fire.
切勿移动破损包装件；将未破损包装件移出火区。
Do not move damaged packages; move undamaged packages out of fire zone.
小面积火灾
Small Fire
干粉、二氧化碳、喷雾水或普通泡沫。
Dry chemical, CO2, water spray or regular foam.
大面积火灾
Large Fire
喷雾水、雾状水（大量）。
Water spray, fog (flooding amounts).

防护服

正压自给式呼吸器（SCBA）和消防员结构防护服可提供充分防护。
Positive pressure self-contained breathing apparatus (SCBA) and structural firefighters' protective clothing will provide adequate protection.

泄漏处置

切勿触碰破损包装件或泄漏物。
Do not touch damaged packages or spilled material.
用沙子、土或其他不燃吸附材料覆盖液体泄漏物。
Cover liquid spill with sand, earth or other non-combustible absorbent material.
用塑料布或防水布覆盖粉末泄漏物，以减少扩散。
Cover powder spill with plastic sheet or tarp to minimize spreading.

急救

通用急救措施（各卡一致
一般急救：
General First Aid:
拨打 120（急救）或呼叫急救医疗服务。
Call 911 or emergency medical service.
确保医务人员了解所涉及的物质，采取防护措施保护自身并避免沾染。
Ensure that medical personnel are aware of the material(s) involved, take precautions to protect themselves and avoid contamination.
在安全可行的情况下，将伤员移至新鲜空气处。
Move victim to fresh air if it can be done safely.
呼吸困难时给予吸氧。
Administer oxygen if breathing is difficult.
如伤员无呼吸：
If victim is not breathing:
切勿进行口对口人工呼吸；伤员可能已吞入或吸入该物质。
DO NOT perform mouth-to-mouth resuscitation; the victim may have ingested or inhaled the substance.
如具备条件且触及脉搏，清洗面部和口腔，然后使用合格的呼吸急救装置（球囊面罩、带单向阀的口袋面罩或其他装置）进行人工呼吸。
If equipped and pulse detected, wash face and mouth, then give artificial respiration using a proper respiratory medical device (bag-valve mask, pocket mask equipped with a one-way valve or other device).
如未触及脉搏或无呼吸急救装置，实施持续胸外按压。每两分钟检查一次脉搏，或观察有无自主呼吸的迹象。
If no pulse detected or no respiratory medical device available, provide continuous compressions. Conduct a pulse check every two minutes or monitor for any signs of spontaneous respirations.
脱去并隔离受污染的衣物和鞋子。
Remove and isolate contaminated clothing and shoes.
少量皮肤接触时，避免将物质扩散到未受污染的皮肤上。
For minor skin contact, avoid spreading material on unaffected skin.
如接触该物质，立即用流动清水冲洗皮肤或眼睛至少 20 分钟。
In case of contact with substance, remove immediately by flushing skin or eyes with running water for at least 20 minutes.
严重烧伤须立即就医。
For severe burns, immediate medical attention is required.
接触该物质（吸入、吞入或皮肤接触）后的症状可能出现延迟。
Effects of exposure (inhalation, ingestion, or skin contact) to substance may be delayed.
保持伤员安静并保暖。
Keep victim calm and warm.
对伤员持续观察。
Keep victim under observation.

Medical problems take priority over radiological concerns.

Use first aid treatment according to the nature of the injury.
切勿延误重伤员的救治和转运。
Do not delay care and transport of a seriously injured person.
因接触泄漏物而受污染的伤员，对医护人员、设备和设施不构成严重危害。
Injured persons contaminated by contact with released material are not a serious hazard to health care personnel, equipment or facilities.
